Perpetua Resources Corp. is once again stepping into the spotlight of America’s critical minerals strategy, securing an additional $6.9 million from the U.S. Army under the Defense Ordnance Technology Consortium (DOTC). The award builds on the $15.5 million granted in 2023 and reaffirms the strategic importance of the company’s Stibnite Gold Project in Idaho—a project now at the center of efforts to establish a secure, domestic supply chain for antimony trisulfide, an irreplaceable material in American munitions.

The latest funding announcement pushes Perpetua’s total backing from the Department of Defense to over $80 million, a staggering testament to the Project’s role in national security. The funds will be used to expand material sampling and construct a more robust, flexible pilot plant designed to process antimony and other critical minerals at military-grade specifications.

Securing Antimony for National Defense

At the heart of this defense partnership is antimony trisulfide, a mineral most Americans have never heard of, but which plays a vital role in military applications. Used in over 300 types of munitions, from small arms to advanced missile systems, antimony trisulfide isn’t optional—it’s essential.

With China historically dominating global supply and cutting off exports to the U.S. in 2024, the urgency to source this critical mineral domestically has reached a boiling point. Perpetua’s Stibnite Gold Project—expected to fulfill up to 35% of America’s antimony demand during its initial six years—is suddenly more than just a mining operation. It’s a strategic pillar in the nation’s broader push for mineral independence.

Colonel Steven Power, Project Manager for Maneuver Ammunition Systems at Picatinny Arsenal, put it bluntly: “Establishing a fully domestic supply chain of this critical mineral is foundational to keeping America’s warfighters safe.”

From Ground to Round: The Military’s Vision

The phrase “ground to round” may sound poetic, but it represents a very real, very tangible strategy from the U.S. Department of Defense. The goal? Establish a vertically integrated, fully domestic pipeline that starts with raw mineral extraction and ends with fully assembled military ordnance.

The OTIA (Ordnance Technology Initiative Agreement) under which Perpetua is operating is built to support exactly that. The agreement covers the cost-plus-fixed-fee reimbursement model, allowing Perpetua to recoup expenses incurred during testing, development, and pilot plant construction. The timeline for this work has now been extended through the end of 2026—time the company will use to prove that Idaho antimony can reliably meet the Pentagon’s rigorous specs.

This is more than a test case. If successful, Perpetua’s model could be applied to other critical minerals and mining operations, helping re-establish a once-dominant American mining and processing sector that has withered in recent decades.

Economic Revival Meets Environmental Restoration

Perpetua’s ambitions aren’t confined to defense supply chains. The Stibnite Gold Project also promises to restore one of the most environmentally damaged mining sites in the U.S. While the region once played host to irresponsible mining practices that left behind toxic waste and disrupted ecosystems, Perpetua is proposing a different path—one that blends environmental restoration with economic revitalization.

As part of the project, hundreds of family-wage jobs will be created in rural Idaho. Water quality will improve, fish passage will be restored in historically blocked spawning routes, and legacy contamination from past mining will finally be addressed. The company has embraced modern environmental standards and formal ESG (Environmental, Social, and Governance) commitments, aiming to be a model for what 21st-century mining should look like.

At a time when Americans are divided on energy, extraction, and the environment, Perpetua’s approach is a compelling middle ground—responsible development that boosts national security and revitalizes damaged landscapes.

Backing From the Top

Support for the Stibnite initiative isn’t just coming from the Department of Defense. In 2024, Perpetua secured a separate $59.2 million funding agreement under the Defense Production Act Title III, aimed at accelerating construction readiness and final permitting steps for the Project. This was more than a cash infusion—it was a clear signal from the highest levels of government that the company’s vision aligns with national interests.

The Defense Production Act funding recognizes that minerals like antimony are every bit as strategic as oil or semiconductors. Without them, American defense systems, green technologies, and industrial resilience all suffer. In an era of great power competition, mineral access is not just an economic question—it’s a security imperative.

The Bigger Picture: A Shift in U.S. Mineral Policy

Perpetua’s rise reflects a broader awakening in American policy circles. For too long, the U.S. has relied on foreign sources—especially China—for materials vital to defense, technology, and energy. The last few years have brought a harsh reckoning: that reliance is a risk the country can no longer afford.

The U.S. government is now actively courting mining and processing companies, deploying tools like the Defense Production Act, OTIA agreements, and other grant programs to jumpstart domestic production. Perpetua is at the vanguard, but it likely won’t be alone for long.

With global supply chains strained by geopolitics, war, and trade disputes, the American mining renaissance is just getting started. From rare earths in Texas to lithium in Nevada and nickel in Minnesota, a new generation of strategic mines is rising—and with them, a new industrial strategy.

Conclusion

The latest $6.9 million in funding to Perpetua Resources isn’t just a financial milestone—it’s a statement. A statement that the U.S. is serious about reshoring critical mineral supply chains. A statement that environmental restoration and economic development can go hand-in-hand. And most importantly, a statement that America’s defense capabilities must be built on rock-solid domestic resources.

As China flexes its resource muscles and global tensions rise, companies like Perpetua are proving that strategic resilience starts at home. Through innovation, partnership, and a clear national purpose, the road from Idaho’s rugged mountains to America’s frontlines is being forged—one mineral at a time.
