The Fantastic Four of Nuclear Energy: Inside DOE’s Bold Nuclear Bet

In a decisive move to bolster America’s nuclear energy capabilities, the US Department of Energy has named four companies to spearhead its new Fuel Line Pilot Program. The selections—Terrestrial Energy, TRISO-X, Valar Atomics, and Oklo—mark a defining moment in the nation’s quest to establish a resilient domestic supply chain for advanced nuclear fuels. Announced on October 1, 2025, this initiative arrives as part of President Donald Trump’s Executive Order 14301, a sweeping policy aimed at rebuilding America’s nuclear independence.

The Fuel Line Pilot Program: A Strategic Foundation

Launched in May, the Fuel Line Pilot Program was created to address the chronic shortage of domestic nuclear fuel resources, an issue that has hampered the progress of next-generation reactor technologies. The program works hand in hand with the DOE’s Reactor Pilot Program, which includes 11 reactor designs under development, three of which are expected to reach criticality by July 4, 2026.

By streamlining the DOE’s authorization process, the pilot program allows selected companies to construct and operate nuclear fuel production lines with unprecedented speed. The goal is clear—to transition the United States from reliance on foreign fuel sources toward self-sufficiency in nuclear technology and clean power.

Who Made the Cut

The Department of Energy received initial applications in mid-August, with rolling submissions continuing. From this pool, four companies stood out for their technical prowess and readiness to deliver. Each brings a distinct specialization to the table, collectively covering the full spectrum of fuel fabrication and supply chain development.

Terrestrial Energy will focus on developing its Fuel Line Assembly to demonstrate a fuel salt fabrication process through a phased approach. This is a key step for its Integral Molten Salt Reactor, a design that promises higher efficiency and lower waste.

TRISO-X, the Tennessee-based advanced fuel innovator, will construct an additional laboratory facility for pilot-scale integration and validation of TRISO fuel systems, reinforcing its leadership in high-assay low-enriched uranium (HALEU) production.

Valar Atomics is set to support TRISO fuel production for its Ward250 reactor deployment, a compact, high-temperature gas reactor aimed at providing modular, scalable power solutions.

Oklo, already recognized for its microreactor technology, will build and operate three new fuel fabrication facilities to support its Aurora and Pluto reactors, both designed to deliver long-duration, high-output energy in remote or defense-related locations.

Costs and Commitments

Each company will bear full responsibility for the costs of construction, operation, and eventual decommissioning of its facilities. They will also manage their own sourcing of nuclear material feedstock. The DOE, however, offers a critical advantage—access to high-assay low-enriched uranium through its HALEU Availability Program, a vital enabler for advanced reactor testing and operation.

This round marks the second set of conditional selections under the Fuel Line Pilot Program. The DOE’s earlier decision to select Standard Nuclear for TRISO fuel fabrication laid the groundwork for this broader expansion. With these new selections, the United States now possesses a growing ecosystem of private-sector players driving fuel innovation for advanced reactors.

Accelerating the Reactor Revolution

The DOE’s decision reflects a clear intent to accelerate the path from demonstration to deployment for next-generation nuclear systems. By ensuring domestic access to advanced fuels, the department is empowering developers like Oklo, Terrestrial Energy, and Valar Atomics—each already part of the Reactor Pilot Program—to transition from prototype to production more rapidly.

Deputy Secretary of Energy James Danly underscored the strategic importance of this effort. “President Trump has made clear that a strong nuclear sector is a central component of America’s energy security and prosperity,” he stated. “Restoring a secure domestic fuel supply will ensure that advanced reactors can move quickly from design to deployment and into operation. The ability to produce these fuels is essential to ensuring American leadership in nuclear energy and to meeting the nation's growing demand for reliable power.”

A New Frontier for TRISO Fuel

At the heart of this momentum is TRISO—tri-structural isotropic—fuel, widely considered one of the safest and most efficient fuel forms ever created. Encased in multiple layers of carbon and ceramic, TRISO particles are capable of withstanding extreme temperatures without melting or releasing radioactive material, making them ideal for both high-temperature gas and molten salt reactors.

To meet this demand, a major private partnership has emerged. Framatome and Standard Nuclear announced the formation of a new joint venture, Standard Nuclear-Framatome (SNF), to produce commercial-scale quantities of TRISO fuel. The collaboration represents a fusion of innovation and industrial might, uniting Standard Nuclear’s pioneering pilot facility with Framatome’s global manufacturing infrastructure.

The Framatome-Standard Nuclear Partnership

The SNF venture plans to begin operations in 2027, pending regulatory approval, with an initial output target of 2 metric tons of TRISO fuel annually. That figure would represent a dramatic expansion of U.S. production capacity and could supply a growing fleet of advanced reactors both domestically and internationally.

Framatome Inc. CEO Tony Robinson called the partnership “a shared vision and capability for the future of our industry,” emphasizing how the collaboration aligns manufacturing expertise with technological innovation to create a robust fuel supply for the next generation of reactors.

Standard Nuclear CEO Kurt Terrani echoed that sentiment, describing the venture as “a pivotal moment in establishing a robust, domestic TRISO fuel supply chain.” He stressed that combining Framatome’s proven infrastructure with Standard Nuclear’s manufacturing capabilities would ensure a reliable and reactor-agnostic fuel solution, strengthening Western energy security at a critical time.

The Geopolitical Edge

Beyond technology, this initiative carries profound geopolitical weight. The United States has long been dependent on foreign sources, particularly Russia, for enriched uranium and other critical nuclear materials. By investing in domestic capacity, Washington is signaling a commitment to energy sovereignty—a strategic move amid growing tensions and competition for control over global energy supply chains.

In an era where energy independence equates to national security, this program not only advances American innovation but also fortifies its geopolitical standing. The collaboration between government and industry echoes the spirit of past industrial mobilizations that defined American technological leadership.

Building the Future of Nuclear Energy

These developments signal the dawn of a new age in nuclear power—one focused on smaller, safer, and more efficient reactors designed to meet modern energy needs. By nurturing a complete ecosystem of fuel suppliers, reactor developers, and manufacturing partners, the Department of Energy is laying the foundation for an advanced nuclear renaissance that could rival the scale of the original atomic age.

The implications stretch far beyond the laboratory. With companies like Oklo, Terrestrial Energy, and Standard Nuclear pioneering modular and scalable reactor systems, and with new TRISO fuel production capacity on the horizon, the United States is positioning itself to lead the world in clean, reliable, and secure nuclear energy.

Conclusion

The DOE’s latest selections represent more than a technical milestone—they mark a turning point for the entire nuclear industry. America’s investment in advanced fuel lines is rekindling the nation’s spirit of innovation and reinforcing its commitment to energy independence. The combination of government vision and private-sector execution is accelerating the transition from concept to commercialization, ushering in an era where nuclear energy once again stands at the heart of American progress.
