Building Resilient Supply Chains to Safeguard National Security

The Urgent Need to Protect U.S. Critical Mineral Supply Chains

The defense industrial base of the United States relies heavily on a steady supply of critical minerals. These materials are indispensable for producing cutting-edge defense systems, ranging from unmanned aerial vehicles and fighter jets to submarines and ballistic missiles. As global geopolitical tensions rise, securing these resources has become a matter of national security.

Adam Burstein, technical director for strategic and critical materials in the Office of the Assistant Secretary of Defense for Industrial Base Policy, underscored the urgency of this issue at the Naval War College in Newport, Rhode Island.

Supply Chain Vulnerabilities Exposed

Recent global events have highlighted vulnerabilities in the critical mineral supply chain. Burstein emphasized that adversarial actions, particularly from China, have disrupted the availability of essential materials like gallium, germanium, and antimony. These disruptions expose the fragility of U.S. supply chains and amplify the need for a robust, resilient domestic infrastructure.

"China’s willingness to impose export bans on key materials demonstrates the urgency of securing our supply chains against such tactics," Burstein stated.

The Path to Domestic Independence

To combat these vulnerabilities, the Department of Defense (DOD) has invested over $439 million since 2020 to establish domestic rare earth supply chains. Rare earth elements, a group of 17 essential minerals, play a critical role in the production of advanced military technologies.

Burstein highlighted the department's five-year investment strategy to build domestic capacity, noting that the U.S. currently operates just one active rare earth mine.

Strengthening Global Alliances

Beyond domestic efforts, partnerships with allied nations remain central to the U.S. strategy. Congress recently added the United Kingdom and Australia to the list of domestic sources under the Defense Production Act, alongside Canada. This expansion allows the U.S. to make direct investments in these nations, reinforcing the global supply chain for critical materials.

Burstein pointed to recent Defense Production Act (DPA) awards that funded projects in Canada, jointly supported by the Canadian government, to secure materials such as cobalt, graphite, and tungsten.

"By partnering with our close allies, we can leverage each other’s strengths to mutually reinforce our defense industrial bases," he explained.

Building Resilience Through Stockpiling

Stockpiling critical minerals has emerged as another cornerstone of the DOD’s strategy. Burstein likened these reserves to shock absorbers, capable of mitigating risks from unexpected demand spikes or supply chain disruptions.

This proactive approach aligns with broader industrial policies aimed at safeguarding national security and maintaining a technological edge over adversaries.

Conclusion

The secure sourcing of critical minerals is no longer a distant goal but an immediate priority for the United States. With a combination of increased domestic production, strengthened alliances, and strategic stockpiling, the DOD is laying the groundwork for a resilient and secure defense industrial base. As Burstein aptly put it, “Securing these supply chains ensures not just our military strength but our nation’s future.”
