Energy Fuels Secures $725 Million Pentagon Commitment for Critical Minerals

When Uncle Sam decides to break up a monopoly, he doesn't just write a sternly worded letter; he cuts a nine-figure check.

In its latest bid to decouple from China’s dominant chokehold on critical minerals, the U.S. government is betting big on the domestic processing sector. The beneficiary of this massive federal push is Energy Fuels Inc. (NYSE: UUUU | TSX: EFR), which secured a staggering conditional loan commitment of up to $725 million from the Department of War’s Office of Strategic Capital (OSC).

Wall Street did not hide its enthusiasm. Shares of the Colorado-headquartered critical materials giant surged more than 16% to touch $17.79 in pre-market New York trading following the news. It is a massive vote of confidence for a company that has historically built its reputation as a uranium powerhouse but is now pivoting gigawatt-style into the highly technical world of rare earth element (REE) midstream processing.

The 20-year senior-secured debt facility is designed to address what defense and energy officials openly call a national bottleneck. While mining raw minerals is one thing, refining them into the heavy-duty inputs needed for permanent magnets, the literal rotors driving electric vehicles, wind turbines, defense electronics, and medical imaging technology, is entirely another. China currently controls the vast majority of this midstream separation and metallization capacity, leaving Western supply chains highly vulnerable to Beijing's shifting export restrictions.

Energy Fuels Inc. (NYSE: UUUU | TSX: EFR) intends to utilize the capital injection to expand its existing processing platform at the White Mesa Mill in Utah, the nation's only fully operational conventional uranium mill. The funds will also back the construction of a brand-new, state-of-the-art rare earth metals and alloy facility right on American soil. This vertically integrated strategy aims to weave together raw materials from the company's expanding global portfolio, including its planned acquisition of Australian Strategic Materials Limited (ASX: ASM), directly into domestic manufacturing. To ensure the complex transaction clears its final hurdles, the company has enlisted top-tier institutional heavyweights. Goldman Sachs (NYSE: GS) is steering the ship as the financial advisor, while Akin Gump Strauss Hauer & Feld LLP is handling the legal heavy lifting.

The magnitude of this public-private partnership is best decoded through the leadership driving the initiative. Executives and defense officials alike are framing this not just as a corporate expansion, but as a hardline national security mandate. Ross Bhappu, President and CEO of Energy Fuels Inc. (NYSE: UUUU | TSX: EFR): "This important financing support from key investors aligns with Energy Fuels' objective to be a vital player in the rare earths supply chain. The United States government has been steadfast in its support of critical materials security, and we appreciate the OSC's financial support at this important time as we develop our vertically integrated supply chain. Recent events have underscored the urgency of building durable, transparent and allied supply chains for critical materials."

From the Pentagon's side, the focus remains squarely on breaking vulnerabilities in the industrial base before geopolitical tensions disrupt access to advanced technologies.

David A. Lorch, Director of the Office of Strategic Capital: "OSC is deeply focused on supporting domestic processing for critical minerals and rare earths. Energy Fuels' expansion into rare earth midstream processing represents a key solution to a national bottleneck that needs to be rapidly addressed. OSC's support to Energy Fuels represents an important step in strengthening the full mine-to-magnet supply chain, specifically at the midstream stage, in the United States."

The Honorable Emil Michael, Under Secretary of War for Research and Engineering: "The Office of Strategic Capital is continuing to supercharge our ability to onshore rare earth processing. This partnership drives an aggressive effort to close vulnerabilities in our industrial base and secure a resilient American supply chain for rare earth elements."

This $725 million commitment to Energy Fuels is far from an isolated incident. In fiscal year 2026, the OSC has weaponized its balance sheet, deploying over $5 billion in debt financing and mobilizing more than $11 billion in combined public and private capital for defense-related and industrial projects. The administration's aggressive policy has created a rising tide across a handful of select critical mineral players who are carving up the domestic supply chain. While Energy Fuels Inc. (NYSE: UUUU | TSX: EFR) anchors the crucial midstream separation and metallization, other key domestic players like MP Materials Corp. (NYSE: MP) handle the upstream extraction at Mountain Pass, California, backed by past Department of Defense equity stakes. Concurrently, USA Rare Earth Inc. (NASDAQ: USAR) continues its push toward full-scale magnet manufacturing with capital backed by a Department of Commerce Letter of Intent.

As Energy Fuels navigates the remaining technical, legal, and financial due diligence phases necessary to officially close the loan, the broader market is receiving a clear signal. Washington is no longer content just digging up dirt; it wants the keys to the entire refinery.
