China’s Growing Thirst for Thermal Coal Boosts Imports and Prices

China's energy puzzle is growing more complex. While the country is pushing hard to add renewables like wind and solar at a record pace, coal remains the backbone of its energy supply. The latest data from September shows a sharp increase in coal-fired power generation. This reveals a paradox: even as the world's second-largest economy tries to clean up its energy mix, its reliance on thermal coal has intensified. This article dives deep into the reasons behind China’s coal consumption surge, its impact on imports, and the broader implications for the global energy market.

China's Power Generation Surge

China's power generation reached 802.4 billion kilowatt-hours (kWh) in September 2024, marking a 6% year-on-year increase. The share of thermal power generation, largely coal-fired, jumped by 8.9% to 545.1 billion kWh compared to last year. The September surge in coal usage is partly due to a notable drop in hydropower production, which contracted by 14.6% to 119.9 billion kWh.

Renewables On The Rise, But Not Enough

In the first nine months of 2024, China added 161 gigawatts (GW) of new solar capacity and 39.12 GW of wind power. Despite these impressive renewable additions, the expansion was not sufficient to reduce China's coal dependency, with new thermal capacity reaching 33.43 GW.

Rising Power Consumption

Power consumption in China rose by 8.5% in September to 847.5 billion kWh. For the first nine months of the year, consumption hit 7.4 trillion kWh, an increase of 7.9%. Factors contributing to this rise include a surge in electric vehicle usage, growing demand for air conditioners, and increased use of energy-intensive appliances by the middle class.

China’s Coal Imports on the Rise

China is the world's largest coal importer, and October 2024 is shaping up to be a record month, with an estimated 33.67 million metric tons of thermal coal imported. Much of this demand is being met by Indonesia, the world’s largest exporter of thermal coal, followed by Australia.

Seaborne Thermal Coal Prices Under Pressure

The increased demand from China has led to a slight increase in seaborne thermal coal prices. Indonesian thermal coal, specifically the 4,200 kcal/kg grade, was assessed at $52.22 per ton in the week ending October 18. The price of Australian Newcastle 5,500 kcal/kg coal stood at $90.28 per ton, reflecting rising demand and geopolitical complexities.

Factors Driving China's Coal Appetite

The reduction in hydropower availability, combined with rising electricity consumption driven by economic growth and middle-class energy needs, has left a gap that coal is filling. China’s gross domestic product (GDP) grew by 4.6% in the third quarter, necessitating energy supply growth far in excess of GDP gains.

The Contradictions in China’s Energy Policy

China’s energy policy is facing an apparent contradiction—while it continues to build the world's largest renewable energy network, coal remains a vital piece of the puzzle. The rapid scaling up of renewable capacity is yet to catch up with the rising power demand, offering lessons for the global energy market on the challenges of energy diversification.

Conclusion

China's appetite for thermal coal remains strong, driven by fluctuating hydropower availability, rising electricity consumption, and ongoing economic expansion. While the country leads in renewable energy additions, coal continues to play an essential role in keeping the lights on. The surge in imports from Indonesia and Australia and the recent upticks in seaborne coal prices are clear indicators of coal's ongoing significance in China's energy portfolio. As China moves forward, balancing energy security, economic growth, and environmental sustainability will be a complex but critical task.
